The following message is a ransomware virus: Agence Nationale de la Sécurité des Systèmes D'information "Haute Autorité pour la Diffusion des Oeuvres et la Protection des Droits sur Internet", "ATTENTION! Votre ordinateur personnel est bloqué pour des raisons de sécurité suivantes."
Computer users from France should be aware that no legitimate authorities use screen-blocking messages to collect fines for any law violations. This fake message demands payment a 100 Euro fine using Ukash or PaySafeCard in order to unblock your computer. Note that paying this fine is equivalent to sending your money to cyber criminals.
The Agence Nationale de la Sécurité ransomware virus originates from a family of screen-blocking malware called Urausy and predominantly targets PC users from France. Variants of this ransomware, however, target other countries such as Metropolitan British Police "Computer Blocked" from the UK, and Mandiant U.S.A Cyber Security "Computer Blocked" from the USA.
Deceptive messages used by this scam are translated into local languages and exploit the names of local authorities. If a message, supposedly delivered from Agence Nationale de la Sécurité des Systèmes D'information, blocks your screen, you are dealing with a ransomware virus. L'article 161 du Code pénal de la République Française prévoit pour cela une peine d'incarcération allant de 5à 11 ans.
En outre Vous êtes soupçonné d'avoir violé le "Droit d auteur et les droits adjacents ' (chargement de la musique piratée, vidéo et du logiciel) et de l'utilisation et/ou de la distribution du contenu se trouvant sous la protection du droit d'auteur. C'est-à-dire Vous êtes soupçonné d avoir violé (article 148 du Code pénal de la République Française.
L'article 148 du Code pénal de la République Francaise prévoit pour la punition une amende de 150 à 550 unités de base ou une incarcération allant de 3 à 7 ans.

Step 1
Windows XP and Windows 7 users: Start your computer in Safe Mode. Click Start, click Shut Down, click Restart, click OK. During your computer starting process press the F8 key on your keyboard multiple times until you see the Windows Advanced Option menu, then select Safe Mode with Networking from the list.

Click on Advanced Startup options, in the opened "General PC Settings" window select Advanced Startup. Click on the "Restart now" button. Your computer will now restart into "Advanced Startup options menu".
Click on the "Troubleshoot" button, then click on "Advanced options" button. In the advanced option screen click on "Startup settings". Click on the "Restart" button. Your PC will restart into the Startup Settings screen. Press "5" to boot in Safe Mode with Networking.

Step 2
Log in to the account infected with the Agence Nationale de la Sécurité des Systèmes D'information virus. Start your Internet browser and download a legitimate anti-spyware program. Update the anti-spyware software and start a full system scan. Remove all entries detected.
If you cannot start your computer in Safe Mode with Networking, try performing a System Restore.

3. Next, type this line: rstrui.exe and press ENTER.
4. In the opened window click "Next".
5. Select one of the available Restore Points and click "Next" (this will restore your computer system to an earlier time and date, prior to the Agence Nationale de la Sécurité des Systèmes D'information ransomware infiltrating your PC).
6. In the opened window click "Yes".
