What is Internet Crime Complaint Center?
The Internet Crime Complaint Center message, stating that computer users' PCs are locked due to law violations, is a scam. This is a ransomware infection created by Cyber criminals to trick unsuspecting PC users into paying a bogus fine for supposed law infringements.
The Internet Crime Complaint Center has no connection with this message - this screen locker was developed by cyber criminals in order to steal money from PC users. In order to scare PC users into believing that this message is legitimate ('threat of prosecution reminder'), cyber criminals exploit the name and graphics of an authority (in this case, IC3).
Previous variants of these ransomware infections exploited the names of the Metropolitan Police, FBI, Interpol etc. No international authorities use screen lockers to collect fines for law infringements. Furthermore, most ransomware infections are localized.
Cyber criminals translate their deceptive messages into various languages, thus the same ransomware infection can be displayed with languages and graphics pertaining to the location of computer. This localization is made possible by detection of the IP address associated with the targeted PC. 5. Wait for your computer to restart, boot your PC in Normal Mode, and then login to the newly-created user account ('removevirus'). This account will be unaffected by the ransomware infection and you will be able to download and install recommended malware removal software to eliminate this virus from your computer.

The default value in the Data column is Explorer.exe - if you see something else displayed in this window, remove it and type Explorer.exe (take a note of whatever else was displayed in the Data column - this is the path of the rogue execution file). Use this information to navigate to the rogue executable and remove it.
6. Restart your computer, download and install legitimate anti-spyware software and perform a full system scan to eliminate any remnants of Department of Justice ransomware.
